More than a quarter of public middle and high school students say both gangs and drugs are present at their campuses, according to a survey released Thursday by the National Center on Addiction and Substance Abuse at Columbia University. Those roughly 5.7 million students nationwide are also more likely than their counterparts at private and religious schools to smoke, drink and use drugs, said Joseph A. Family and friends have suddenly found themselves blocked from shipping cigarettes and other tobacco products to American troops in Afghanistan and Iraq because of a new law meant to hamper smuggling and underage sales through the mail. The Prevent All Cigarette Trafficking Act of 2009 quietly took effect June 29. It cut off those care packages by effectively requiring that tobacco be sent with one particular kind of U.S. Postal Service shipping that requires a signature for delivery but does not deliver to most overseas military addresses. ... read more >>

In fact, it may be impossible to ever prove a cause-and-effect because it’s considered unethical to assign some parents to smoke and then see what happens. ... read more >>

A transformer beneath a sidewalk exploded in a roar of flames and smoke on Thursday, charring the light stone face of an office building and showering debris over a half-block stretch of Avenue of the Americas. The authorities said that no one was injured. The blast erupted shortly before 11:30 a.m. in front of an electronics store at 641 Avenue of the Americas, an eight-story building between 19th and 20th Streets in Chelsea.
